Governments are increasingly using Public-Private Partnerships (PPPs) as a method for delivering key public services. There is recognition that PPPs can deliver value for money if they are structured well. However, it is also important that the right institutional frameworks, processes, and capacities are in place. In addition, governments need to take conscious steps to ensure the integrity of the PPP process by putting in place mechanisms for fairness, openness, and transparency in the pre- and post-procurement stages of the project. Better accountability mechanisms at each stage of the process, as well as more proactive disclosure of information, can create a conducive environment for PPPs to thrive and continue to provide the best value for money.
The objective of this webinar series is to share good practices in transparency and accountability in PPPs through focused discussions with experienced practitioners, and also to elicit feedback on related issues that can inform the World Bank Group’s work on transparency and accountability in PPPs.
ROLE OF THE FAIRNESS AUDITOR IN PPP PROCUREMENT

A unique feature of the PPP procurement process in the Canadian provinces of British Columbia and Alberta, among others, is the role of the Fairness Auditor. A Fairness Auditor is retained by the procuring authority early in the process as an independent auditor, observing the procurement process and its compliance with the required rules and processes. The detailed scrutiny of the process by the Fairness Auditor creates a sense of confidence among the bidders as well as the taxpayers.
This webinar examines the role of the Fairness Auditor in ensuring a fair and transparent procurement process. It will focus on the processes followed in Alberta from the perspective of the procuring authority and the fairness auditor.
